Chioma Clothes Modelling

I've been working on the loin cloth recently and I know that I will take it into Zbrush to give it detail however at the moment I'm just trying to work out what would be the best way to make the cloth part under the sash.

I could either extrude it from the sash like I have done but that's caused a few problem (pics below)
(It sort of gave me the school girl pleat because of the vertices)

I extruded the upper part of the loin cloth and it gave me this, what I call, "Jungly" effect which I like but I don't want to change his design too much. 

Or I could Just get a 'plane' and combine it to the sash which I think I may have to do..
